I use it personally just to make things easier to distinguish for customers. I do two kinds of works with softshading: a "normal" one with simple background and a simple shading, and the "illustration" one which has much more detailed shading on characters and a fully rendered background.
Technically. in general, everything can be considered an illustration: I just use the term in a more personal way. xP
