Probably because she's represented as proportionally small in the games. Standing up straight, she'd probably a good 4.5 headlengths tall. Those are childlike and cartoonish proportions, so the artist probably felt that a 5-5.5 was a little better suited for their style.

Krystals actual size in game is "Height-5'8" (1.73 SM)" The same height is Fox McCloud.

Except the fact that her legs(hell, even all the way to the ends of the toes, even) are still shorter than her head to crotch length, a proportion/artistic no-no in general.

Nope, and that's okay, it's cute and stubby, and not in a bad way. I was saying I think that was what others meant with the picture/her seeming short more than being actually short.
