Yes, that's a muffler! The largest freakin' muffler I have ever seen!
This is the Fairbanks Morse factory in Beloit, Wisconsin. Unfortunately I couldn't take pictures inside, as many engines they build are military :( F-M still builds some OP (Opposed Piston) diesels as made famous in US submarines, though it's a dated two-stroke design.
The biggest engines, connected to this muffler for test, are French and German marine engines built under license. Many are two stories tall and fascinating to see built. They even build a few Alco 251 engines, mainly replacements for Coast Guard and Navy ships like ice breakers.
The F-M plant is an impressive, modern manufacturing facility, proving there is a tiny bit of worthwhile industry left in the US. But it's disappointing that they mostly build licensed designs, when the company once had its own mammoth engine designs such as:

Yes, I find it very frustrating. I have pictures of many huge engines designed and built in the USA in years past. What do we have now, one big builder?

Oh yeah, and I believe thats part of the reason GM nearly went bankrupt, besides chronic mismanagement. You get a sense they're right on the cusp of making something great, but fail again and again. Don't get me wrong. I'm still a firm believer in American cars, and I still drive them. I think they're suffering a lack of originality. Plus all the really good ones are being, or already have been, discontinued. And they're now more reliant on their Euro developed cars. Even Ford is replacing their E-series vans with transits designed and built across the world from here.
Here is a magnificent jumbo F-M product from some years ago. Why couldn't they evolve more modern designs if the French and Germans could?
