There's a bit of a story behind this one. In my headcannon Princess Luna calls for an extra heavy snow just before Hearth's Warming Eve. The ponies of Equestria think this is so that everyone can have a white Hearth's Warming but for Luna it is her time to play in the blizzard environment without fear of running in to another pony. Her alicorn wings hold her aloft in spite of the storm's ferocity and she has some serenity and calm all to herself.
