base/background/program: Pokemon Art Academy

finally one of my favorite pokemon was involved in a lesson \^w^/

Of course seeing how Lucario is one of my favorite pokemon I choose to branch out from the original lesson a bit and make Sandra's Shiny Lucario form as the lesson. I even added an eyelash and eye color to show it was Sandra and not just another lucario.

Like the Lapras one this lesson involved line weighting, Tapering, and shading with the outline pen.

Please comment on this one. Lucario was a very complex pokemon to draw and I'd like to know how I did on it...in fact the outline itself (with tapering and line weighting) took an hour to do X_x''
