Either way I don't get how people think it's racist because the character's owner isn't of the ethnicity of the character in the first place.
Like, don't we want cultural diversity in characters? Don't we want to spread knowledge about different cultures? Can't exactly do that if you just say "unless you're this ethnicity you can't make a character that is!" - It just segregates everyone. (And no I'm not talking obviously racist characters; I'm talking about characters created out of an interest and appreciation for other cultures.)

I think this a great nod to Chinese culture! I dont see how putting a hat on him suddenly makes him "racist" when its part of the character and accurate to the region's culture. I agree that even if the owner wasnt a Chinese fur it should be ok. Everyone should be able to show their love for different cultures!
I think it would be more along the lines of "It could be seen as racist if they didn't know what a chow chow was/what it looked like". It's a chinese dog breed that happens to have droopy skin, giving the appearance of squinted eyes. The character being of both Chinese ethnicity and having squinted-looking eyes is accurate to the breed, and should therefore not be racist.

Most times I see mostly white people saying "oh, this is racist", "this is cultural appropriation", when it's not their place to decide what's racist or not, if they do not belong to that culture. Kind of like when they get mad at other white people using bindis & kimonos, when people from their races actually don't have any issue with people from other races wearing them, as long as they're respectful (Among others, often japanese people will usually encourage forgeigners to get involved in their culture, refusal might be taken as a lack of interest/offensive).
Unless it's something blatantly racis,, I think it's better to leave the decision of what's racist or cultural appropriative to the people who actually belong to that race/culture. Otherwise, it ends up as white people speaking over other races, which is a no-no, & sadly happens too often. I hope you understand!

As the commissioner, me being Chinese doesn't matter :p Chows have tiny squinty eyes, so he has squinty eyes; original request was just for less white around the eyes but in the sketchups it looked wierd so used this style instead, it's accurate. It may not be city slick but a lot of Chinese people do still wear those hats (it's a Chinese breed), someone who isn't Asian wearing a hat isn't racist; that's like saying white people aren't allowed to wear clothing that isn't traditionally white, it's stupid.
