Oh, that is nice! Lovely sense of period graphic style there.
Only tweak I'd make, personally, would be to slightly blur the lettering, so as to blend better with the illo itself. (Possibly even some ministerial logo/name/publication number tucked away, but that'd be small enough as to be illegible at this size)
