tegerio no doubt can expand on this, but if one of the Fair Folk does outright lie, it does start rending the magickal fabric that holds Faerie together. So in a sense, there is an enforcement behind it, in that it threatens the very existence of the forces that make Elves, Elves. Truth-telling is what holds Faerie together.Of course, if a lie is caught, it is very, very bad for the Elf that's caught telling it. You may recall in "The Thin Line" that there was a pretty severe punishment for that.

An Elf can lie, but if they do there are karmic as well as legal consequences. The law punishes liars severely, but even if they evade the authorities they can't avoid the Aftermath. Magic requires integrity, and magic is part of the nature of elves. Honor is also part of the nature of elves. When they lie they destroy vital parts of themselves and they also weaken the fabric of Faerie since it and they are sort of .. quantum entangled, if you will.
