Circe has so much fun turning men into animals she created an amusement park just for that reason - to amuse herself!

She's essentially the Anicent Greek mythological form or representation of H.G. Wells' mad scientist, Dr. Moreau. (Who mixed mammals with man, thereby disrupting nature in the improper way).
Though not every human, (not even every man), deserves to be turned into an animal. (Though I would be fine with her turning me into a bird that can fly like say the Northern Cardinal or a crow). And also, however, while some forms may be considered curses, (such as the pig but it's a fitting punishment but the aforementioned bull form will only add to the rage and make it worse), others can be perhaps blessings, (such as an attractive or interesting specimen of Ornithology like the Cardinal, Eagle, Peacock, Macaw, etc or perhaps even animals treated often with respect such as a loyal hound, {which would be fitting for a man who is obedient or gullible} ).
