6.2 - Scraps Folder
Users may select a “Profile ID” to appear on their profile via “My FA” > “Account Management” and then selecting an upload from the menu under “Profile ID.” Please note that only content within the Scraps Folder may be selected at this time for the “Profile ID.”
During the upload process, content may be marked as “Put in scraps.” This will place the content in the Scraps Folder. This can be toggled on or off later by updating the content’s information.
Content will NOT be displayed on the user’s profile page, but is accessible via the “Scraps” link header.
Some content may only be uploaded to the Scraps Folder. Please see sections: 2.4 and 3.2 above for more information.
If you'd like to share your WIPs, sketches, etc., this is a good place to post them.

That should be fine. I just typed in the searches on this site "Je Suis Charlie" and there are a lot of people that have put that and similar images on either their art their gallery or profile picture. But just to be on the safe side, you're better off in putting artwork that's been done by someone else as a PA in the Scraps folder as Dineegla suggested. You should be fine, I personally don't know much of this sites rules and regulations yet. I'm currently trying to change my own avatar since yesterday but the site won't cache my profile pic properly.
Personally when I heard about the news, it brings pain to my guts. Everything that has happened is wrong. It really hurts me when I knew of this tragic event. I may not know the people but my condolences and prayers goes out to the family and friends that have lost their loved ones.

Neither Allah or the prophet mohammed (PBUH) would condemn or even encourage this kind of sick murderous act. These people are false Muslims pretending and claiming that they are Muslims and follow what Islam has taught them and using it as a means of shield to defend their actions. These people are sick in the head and they are extremist and paint a nasty picture to Islam. What I hope for the future is that people need to understand and realize that this is by no means an act of Islam or even going Jihad. Hell the word Jihad does not mean 'holy wars'. Its closest meaning from Arabic to English language is 'struggle' and it has a lot of meanings in the qu'ran too. It refers to internal as well as external efforts to doing good or giving it your best when faced with a task or a situation. And this can be applied to anything from work, military, relationship, personal conflicts etc... you name it. The key here is to remind you of hope, believing and not to give up. That's its true meaning and not how the media portrays it which sadly, that's how it is permanently painted everywhere.

heh... well yeah I like the humor of this... but as fer the restuarant itself no m'not really a big fan of McDonald's... most'a the burgers are usually dry, hardened small meat patties an m'not a fan of what few 'toppings' (shredded lettuce with only maybe a pickle)... even their Angus burgers are usually left lackin'... I'd much rather have burgers that I KNOW will be big, juicy an ready ta explode outta yer hand if ya don't hold'em jus' right... Like BurgerKing's, Dairyqueen's or even Wendy's... tho I will give McD's credit that they do still have some'a the best, most addictive fries ;)
That's because (I hear) they add hamburger grease to the fries, which make them more flavorful. How Vegans do with that, I don't know.

If a subject is POLITICAL/RACIAL or RELIGIOUS (and can be interpreted as pro or con "propaganda") then it is subject to deletion without warning. Generally if a submission is NOT FURRY then it is a coin toss as to whether it will be deleted without warning. Their site -- their rules.
However, a sensitive submission might be ignored if it is tucked away into SCRAPS. Again, another coin toss.
