It's a lockpicking set, so I'd guess it's probably a curved torsion spring to exert a twisting pressure on the keyhole while the pick manipulates the tumblers.
;) Well you made something that could be interpreted as a primitive torsion spring. It's got a handle at a right angle to the tooltip, and the curve could be pre-loading of a piece of springy steel.
Or possibly it's for cleaning behind the molars. :D
