Pheo is one of Phemius' reincarnations. Like Phemius, he is dead

He was a bellydancer and his romantic partner was a naga. His partner's father worked on breaking the curse, as he had known Phemius and almost broke it before it backlashed. Pheo became deathly ill and the curse took control of him, forcing him to break his partner's heart and drive him away. Pheo died moments later, screaming after his boyfriend to come back as he drowned in his own blood as it filled his lungs.
