(UPDATE: I did some calculations on Showdown, and it turns out, with the Choice Scarf, a fully trained Jolly Scrafty will ALWAYS outspeed a Kadabra on the first turn, regardless of the Kadabra's EV investment or nature. The only exception to this is if they also have a Choice Scarf or Quick Claw.)
