Well a fan note is a interesting topic all on it's own. I imagine many of your fans aren't necessarily at the same skill level as you (forgive me if I sound a tad snobby), and while they can certainly appreciate your work they may not fully understand what goes into it. And while a critique is far from the only kind of note one could send it seems more appealing than the alternative. That alternative in this instance being a message that seeks a response, any kind of response, from someone whom they admire.
While many people, myself included, are more than happy to offer words of encouragement in the form of comments a note is more personal. Only the person for who the note is intended will see it, so a person who sends said note is saying "I want YOU to read this, and I find it important that this message I'm sending isn't lost among the many comments you receive". But with a meaning like that comes doubt, what if the person I send this to doesn't want to reply? What if despite my intentions I get no response from this person? Am I a passing thought in this person's life? Then, despite not knowing a thing about your daily life one might draw the conclusion that you have no interest in what they have to say and thus sending the message in the form of a note is pointless.
I feel this needs some context so I'll try to phrase it as best I can. To me there aren't many people who are fond of the idea of one way communication or starting a conversation that doesn't go anywhere. Everyone is the protagonist of their own life so I think it fair to assume they consider their own feelings important. Making a comment meant to encourage with the expectation that is among many similar comments to bring someone else up is nice, but it doesn't necessarily come with the expectation of a reply (it's more akin to cheering in an audience). But a note, a handcrafted message sent and meant to be seen by one person is a different story. This is especially true when said note is sent to someone you admire, someone you are a fan of.
This is all speculation (quite long and assuming speculation at that xD) but perhaps the reason most of your notes are commissions are because making a note to someone you want to be acknowledged by is intimidating. I certainly don't think any and every one of your fans sends a note with the expectation of joining your inner circle, but someone who does send notes is probably trying to at least get acquainted with you. That's where the doubt and hesitation comes into play. This all leads to another dichotomy of the legitimacy of acquaintances but I've rambled enough.

I do like notes just I say in front don't note me for commissions, because I get way more of them then fan note and I don't like copying and pasting the same thing over and over, saying, sorry im not open for commissions.
anything ells I do take my time to read reply to them. so hoping to put this up will slow that down on commission notes.
