It's a Colombian brand called Partytex, nice price, decent quality.

Balloon here is a Partytex reference R-40, it's supposed to inflate 100cms/40" but like the Sempertex R-40 it doesn't get that size, you have to inflate it smaller than that, this balloon was inflated like 60cms/24"
