It's a reference to a British comedy series set in France during it's occupation by Nazi Germany in WWII (http://www.imdb.com/title/tt0086659/). It began in 1982 and lasted until 1992 and it was a very popular (and funny) series which I used to watch a lot when it was on air.
This particular joke refers to a painting that is supposedly very valuable, that both the Germans and the French Resistance want to get their hands on after the war, which in itself points to the illicit trade of valuable art and other treasures that the Nazis partook in during WWII.
