Well since 
Kurikia made a poofy Charmander, I figured I'd try my hand at drawing one myself

Billy is a Charmander that has high EV/IV levels, however he suffers from incontinence (both Power and Bladder/Bowel) so he's forced to wear diapers until he can learn to control it. Billy also suffers from another major flaw: his diaper is so poofy, that he literally cannot walk.
Billy is energetic, but is easily discouraged. He is more than willing to show off his poofiness though
