i'd say....that she got a note that says on the other side "if you love me meet me (here)" and she is emotionable about wether to let her heart love anyone (maybe due to some previous heartbreak) either that or she just found out that the boy in background doesn't love her anymore and she is looking at the picture (which is what she's looking at with the wording on the back of it) he first gave her when they met that she keeps with her at all times.
They've just had a fight, I'd say within the last week or so. She found this note shoved under her door with that as the signature, requesting that she meet him to talk things over.
Once arriving and seeing him inside she freezes, clutching the note, unsure if she's ready to reconcile yet. What will she do...?

clearly, he thought her favorite color was blue, and she didnt have the heart to tell him she already had a blue apron, so now she has two, and he's all bummed cause she wassent all happy about it, so he thinks maybe he shouldve gotten the green one, and shes thinking "i dont much like green, but i already HAVE a blue one", and it had her so flustered she screwed up his order, which ment he didnt get what he wanted, but he didnt want to tell her that when she already seemed upset, so now he's eating eggs over my-hammy, which he HATES because they always get the eggs wrong, and all he really wanted were pancakes, which ended up going to the guy in the corner, who's bitching about them because he wanted french toast, which just got her even MORE upset, cause now her boss is all up in her grill about screwing orders up, and wants to know why shes wearing a blue apron again when he told her not two days ago when she came in with the FIRST blue apron that blue wasent allowed, and while shes trying to explain, the coffee burns, and also someone dinged her car in the parkinglot and didnt leave thier info. it was him, he was on his way back from getting the apron.

They were having dinner and Rhari has to tell Razz something important but very hard to tell him. She got up to go to the bathroom to collect herself and while she was away he decided to write a note on the back of her napkin. She collected up in the bathroom and returned to the table ready to spill the beans (maybe about Bara? Yeah, let's go with that one.) So, she finally busts into tears and tells him that she's preggers, that she can't be with him any more and storms out of the restrant into the night fleeing from her feelings of love for poor Razz, not even having given him a chance a be there for her!
But she doesn't get very far. She sneaks around the corner to catch her breath. Se's out of breath, sobbing and her nose is all stuffed up from crying. Then she recalls having stuffed a napkin in her pocket before running away and takes it out to blow her nose. What's this??? Blotted ink spell out the words through the back of the napkin:

Awwww I wish my telling him about Barra had gone like that D: Would has been sooo much cuter. :3 I wish I still had all the love notes we sent back n forth. Some of them were pretty awesome. <3

His mind was wandering as tears ran down his cheeks. She turned the corner and stopped, leaning on the wall. Her trembling hands opened the note again, and his heart skipped a beat as she saw the words again...
I Love You.
"How... but how could he do this to me... fucking selfish brat... asshole, stupid asshole..." - muttered - "Why now? Why the fuck now? A lifetime of friendship and he declares to me a week before leaving to the front..."
Her body slid down to the ground. She buried her face between her knees and surrounded her legs with her arms, crying and sobbing sadly.
A few steps were heard and a figure appeared past the corner.
"I... I'm sorry..."
She looked up at him, her face moist with tears, her voice trembling...
"Why...? Why now...?"
He felt a cold pain in his heart, and the only words he could speak seemed too irrelevant right now.
"I wanna protect you, as I've always done..."
They looked at each other, and all the feelings of a lifetime that were buried deep down in their souls showed in a fraction of a second.
Then they kissed as only lovers could...

He wrote I love you Rhari on a napkin, but didn't realize the the other side had a message written on the other side by the previous table user. She read both sides and left the diner suddenly, with him confused as to why. Now she's reading the message on the back over and over again trying to figure out why he would write those two things and make sense of it before she asks him herself.
The boy has been stalking her for weeks, and finally worked up the courage to send her a letter that says,
"My dearest,
you don't know me, but I know you very intimately. I want to meet you at the scaggy old diner downtown to reveal myself to you.
ps. I borrowed your underwear
pps. please don't get a restraining order
ppps. I love you, Rhari"
She went to the scaggy old diner in hopes of getting her longtime watcher arrested, but found the creeper was actually a cute boy! She is so confused she begins to cry, this fellow obviously is very infatuated with her, but at the same time may or may not be wearing her underwear! What would you do?
He's crying because the waistline is too tight.

This is a very wonderful and touching picture, I love it!
As for what is occuring, all I can deduce is two lovers or past-lovers that have come to some kind of impasse, perhaps one feels one way about the "love," or perhaps the other feels a different way. Either way it goes, James wants to hug.

When I saw this the story that came to mind was that he wrote her the note and she told him that she wasn't in love, and took the note outside and is crying because she hurt him and wasn't in love with him while he is crying for obvious reasons. (broken heart)
The fact that that was the first thought into my mind kinda disturbs me a lot.

Here's one that's very short: The guy has screwed up on a lot of dates and has been taken advantage of by women too many times, having been betrayed by dates that never show up. He cries because he's had just about enough of this abuse. Rhari, holding a napkin from another restaurant, is dating someone else, confused about how to handle the situation knowing that someone else loves her, and also knowing about how badly this guy was treated.
I call it...
'Indecision. Peering at the note, I bit my lip softly, glancing back to the diner. I knew he was waiting within; I knew he had been waiting a long time. I could feel my nervousness twist about in my belly like a flailing eel, and yet...yet there was a warmth there, in my chest. Small; a mere pile of kindling. But it was there. And I could face my fear, and go and meet with the boy who loved me, or I could stand outside in the cold, unsure of myself for years to come. It was time to follow through..."
