Its Opensim. thats a open source framework to make you own SL. we have 9 regions at this moment

Oh cool, so if I understand correctly (hopefully I am) its framework to make an SL map, or is it an entirely separate thing from SL.
And was wondering if it had free access. I'd love to play, but can't pay monthly fees (I can donate money though from time to time).

in simple terms its a private SL server thats not on SL & yes its free, but we do accept donations

Yeah, I realize that. I wanted to know how payment (if any) worked before trying to get an account set up given as I gain money via commissions only right now.
I already sent in a sign up application, so I am just waiting to see if it gets accepted :3
