To be fair, I hear a lot of people say, "Knuckles is not stupid," or that he is one of the smartest mobians, but not true! He's always been crafty, but always has been portrayed as goofy and not too smart. Even back in the genesis day. Replay sonic and knuckles, and Sonic Adventure. Especially the scene where he believes Robotnik, when he says Sonic stole the master emerald again.
I think SonicBoom just made his short comings more obvious. Though, it is pretty exaggerated and annoying. I just believe it has always been in hi character.
