At the very least, I'd take his badge, take him into security and have a LONG talk with him, and depending on how that goes, let him stay. Better to fix the problem than just get rid of the guy entirely. But that'd be the only chance he gets. If I so much as heard a rumor that he was pulling shit like that again? He'd be gone for sure.
Yeah, I've gotten drunk and such at cons before and I would never ever ever EVER consider that acceptable behavior. Shit, I'll be black out drunk and see some random guy who looks like he's too far gone and by himself and take him to the nearest water station, get him set up with some water, make sure he's alright, have him call his friends to come take care of him and then continue on my night.
