Standing at 8' - 6" (2.6 meters) at ears and weighing 450 lbs (204 kg) I'd make a good deterrent. :=3

For anyone that doesn't know my furry self, I am basically a normal quad African lion that "stood up". :=3

Hire barbarians and use Silver for that. No need to hire Tor, he'll just follow Silver anywhere so Sheriff would at least know where they are and what they are doing.
Hire townsfolk? He cant for political reasons, mort of them already got established, as soon as he starts hiring, whole situation worsens, due hearsay about guard force weakness. he cant seek outright bums\jobless for hire or hire whole bunch of youngs - both because they would need long training and fostering and because public opinion- that's plan for longer period of time, and he needs "here and now" solution". Barbarians might be warriors but they need a guide. If he knows that barbarians like Silver (I suppose?), he could make her leutenant (hee, she got weak point - weapons!) and promisethe couple that he forget everythingif they would do work fair and well.
