Yes indeed, Celar was meant to be amazingly cute. Despite being a military mecha pilot, she's supposed to have a cute innocence about her in complete contrast to the fact she's a sheer whiz behind the controls of the Hummingbird mech she uses (think ultra-fast, light, and armed in ways that would make an AC-135 gunship blush with envy).
