The original UltraCrow is a character design from back in the day, it was inspired by several things.
The Crow, I love The Crow and even got a chance to meet and have had work done by James O'Barr.
WCW Sting, during that time I was (and still am) a big fan of Sting.
The Pony version of UltraCrow I get a chance to change a few things.
Ultra is still Ultra, but he only becomes UltraCrow only when his anger and sadness takes over him during a moment in which himself or the one's he love's are mortal danger, however it comes at a cost as all his unicorn magic must be summoned at which point after all the magic is used, he will die.
In the simplest of terms, think of a honeybee, a honeybee will only defend and sting you if it feels itself or its hive is in danger, but in the same instance the bee will die as it cannot live after it stings you.
While it looks like UltraCrow is a Alicorn, he is not. The Crow wings are spiritual of his change and appear to give him temporary flight, but once again, once all of his magic is used, the wings will disappear and he will die.
