thats a good question. I don't want to get technical but i suppose same price as a full body (maybe a dollar cheaper???) now if it's waist/torso up, that's different.

Well...hmmm yeah I see your point... I mean I know that full body shaded is 20 bucks but... since it will be just sorta knees and up, will the background be added to make up for the other half that is not being painted?...like basically Without knees and feet the price is subtracted from the original price to something cheaper, but with a background it'll go back to the original 20 dollars. Am I making sense?... I'm so sorry if I am >_<

no need to be sorry! Full body with color and shade is 20, yes, knees up would be 17 I suppose (a dollar cut from lineart/color/shade). The background price isn't subtracted, the price is the same since BG is optional. Still 5 for simple and 10 for detailed (environment and such)
