The smoke dingo is lifting his leg because the creator told him to. Yep, that's it. In some Australian Aboriginal creation stories the Creator makes two dingo helpers, one male and one female. "Now raise your leg," the creator said to the male, and he did. "Good", said the creator.
That's how you tell the male and female petroglyphs apart. :)
