Foam head with lots of newspaper and this neat snot-like glue my teacher had....plus chunks of cardboard for the definition in the eyebrows and rolled up newspaper to make bumps....
White paper towels ontop instead of paint. Sharpie and crayola markers for the markings and a spray on varnish :D
Just make sure you put something on the foam head so the mask comes off D:
Oh, also, find a cheap mask with that mesh over the eyes and use that on the ANBU mask. *nod*

I know this....but its suposed to be funny to say that a game with a learning curve like a brick wall is the most awesome thing ever.
also: the gameboy version is just as painfully hard as any other version of the game.
