The fire benders and airbenders are the only ones who don't need to have their particular element to be around. Airbenders only require that air is around them. which is a given. and fire benders can't bend fire if the sun is eclipsed. but they can still use their fire bending underground or at night.
Maybe in muscle strength, but if I remember the old comics and the other pieces of fluff coffectly Tahu was the strongest of them all when using his elemetal abilities and Gali had the potential to be the strongest, unlike Tahu though she did not have complete controll if she went all out.
