I used to have this anime on VHS in the early 90's...
I always thought it was called "Twin Dolls", but it turns out that is NOT the same anime.
I tried to draw a picture of what I remember.

Presumably it's not the obvious, like Slayers, Project A-Ko, or Bubblegum Crisis. MyAnimeList's recommendations from Dirty Pair mention Wanna-Bes, but that doesn't look right. Ninpou Midare Karakuri is straight-up porn. Hmm.
