What this reminds me: (bear with me; it's a lengthy description) The webcomic Skin Horse, it's sort of Men in Black meets The Office. The premise being an underfunded government agency that provides social services for the sentient non-human residents of the US. In the 10th chapter, Come Swing From My Branches, before the main story, they had to deal with a transgenic Red Panda who refused to pay child support. "Cute things aren't suppose to be jerks!"
