The gist of it is that he's only half of an animatronic (to cut costs - Chuck E. Cheese does this, too) and drags himself towards the office. Makes it hard to see him on the camera that way, and in some rooms you can only hear the clicking of the plastic claws on his paws to indicate he's there.
