It's colored pencil over a watercolor wash, with white acrylic on top of that for the highlights. :)

I actually saw this piece many years ago, not sure if it was from here or otherwise, but I CANNOT for the life of me forget this image.
It struck me at that time. It still does today, but it's so weird that I happen across it again after so many years, but now finally seeing who created such a piece! =D
