Looks pretty fine, buddy. ^____^
It's interesting how you've developed your own style by now... meaning: the snout style looks like a "Orion in blue" or "Drake in blue", hehehe... we can easily recognize YOUR style here. But it's still another character and you've drawn him very well.
There are a few highlights:
1.) The water reflection effect on his arm and leg... that's something you've done before and it looks pretty cool and very believable. It's a nice effect which you cannot do by using filters... but only by using skill and experience.
2.) The shiny effect of his skin. The use of only a FEW (!!) highlight spots does the trick. Nicely done!
There are some suggestions from my part, though:
A) If we have a scene outside, such as this, with warm and bright sunlight, the drop shade (below the character) should have sharper edges!! In fact, the blurred edges of this rather soft shade doesn't look really good here. It's also a little bit too light and weak.
Remeber: If you use a bright sunlight (outdoors) the drop shades should be rather hard, strong and dark.
B) Maybe the membrans of the wings should've been a LITTLE bit transparent... just a hint. It's thinner skin, after all... or you could add some fine veins there. I'm thinking of bats and such wings... ya know?
Sure, this is a dragon and... his wing membrans COULD be very "leather" like... but I'm just giving advise and ideas.

Heheh well I gotta said that I have some sort of insecurity with shadows in sharped edges XD I wouldnt mind doing that if I do cell shade but I don´t know why I can´t let myself do sharped shadows in a shading work like this XP I actually considered on doing so because he was in a sunlight exterior, but somehow in the process I didnt : P But you´re right about it.
As for the membrans and the transparency. I supposed that´s a good justification when you compare it with a bat´s wings heh. True enough, for the next time I will ; )
