And yes, real horses can and do eat meat. They can't have too much fat though as they don't have a gall bladder to produce bile to break down the fat, so only their liver can do the job.

Yeah, the bulk of Europe was going through a lot of... "substitute beef."
Not that horse meat is bad, per se (Much of Asia have dined on it), but when you're trying to buy X and you're given Y, especially when people's more strict diets come into play, things get a little... messy.

While horses aren't active carnivores, they're definitely opportunistic omnivores. I.E. While they don't actively hunt meat, they have no compunctions about eating a dead bird they find- or plucking a steak off a grill at a cookout. For one of the arctic explorations a pair of ponies were trained to eat a diet of nothing but preserved meat, so they could survive on the same rations as the explorers.
