1) sketched the basic shape,
2) then outlined the locks,
3) painted the whole hair a dark - but not black
4) afterwards painted the highlights a lighter shade
5) And finally balanced out the values in photoshop
Ta-daaa!
The hardest part was trying to paint in the same direction as the locks.
