He actually has several parts smaller. Like her arm length, hands, and tail.
Surprisingly he has her boobs quite a bit smaller and it's not because of her waist.

Then again the company does have a really curious outlook on that toy too.
I have one of those figures and you can see it in their pics of it.
The company actually has the hips set so the she is forced to be bent over about 45 degrees.
They made her tail, butt and boobs pushing way out!
