Yes, it did, but it wasn't the movie's fault. It's actually a very good movie. It was a box office bomb because of little advertisement.

I guess they didn't care at all. It was in development heck for a long time, yet they didn't bother advertise the thing after all that time? Give me a break.

It can be. The Oz stories and characters are in the public domain and Disney owns Marvel, so Disney could in fact make something like this happen.
