Oh no.
Once upon a time, the whole point of going to war was to kill civilians, steal their belongings and take their land.
Then things were 'civilized' as communications advanced, people became more united, and thought it would be a great idea to stop taking shit.
Then we reach a new point in the cycle where tacticians realize that they can take advantage of the military's newfound reluctance to inflict civilian casualties by using them as shields and camoflauge.
This, in turn, erodes reluctance to shoot at suspicious people when any 'civilian' may have a couple pounds of semtex and ball bearings underneath their clothing.
