Well, kind of. If you're ambushed by an enemy, it's a good idea to immediately disorient them, like throwing a flash grenade or something similar, then move into cover or to a safer distance while they're stunned and you get some time to breathe, think and assess the situation, possibly getting to a more even footing.
Of course, throwing a fireball at your own feet without being immune to it, *that* doesn't make sense.

Either what euro_salamander said, or maybe it's a spell that causes the extremely rapid conversion of a targeted volume into a vacuum -- by rapidly displacing all atmosphere inside the target zone.
The change in pressure would then cause explosive decompression of anything that remained inside, and, upon the collapse of the vacuum 'bubble', there would be a Cavitation explosion.
