Gamesworkshop paints and paint pens, they still need more coats to get an even finish. The outlines need to be touched up too, they were done with a sharpie. Get GW paint quickly from your local hobby store, cause the price is going up soon.
It's easy you don't need modelling experience, just a steady hand and you need to keep the coat thin to avoid lumps.
