if you mean vs quicksilver its a no contest. The Flash would run circles around him. He is no where near as fast as the flash, i mean flash can run near the speed of light and go so fast he can time travel xD

Quicksilver can go Mach 5 while the Flash can go faster than the speed of light to the point of time travel, to give a comparison. The Flash can see things happening at less than an attosecond level, which is 0.000000000000000001 of a second. Light goes around the earth 7.5 times a second and in 1 attosecond it would only move the space of a molecule. In crisis on infinite earths he ran 10 times the speed of light. So quick frankly...he's infinity fast.
