Oky doky, here's my effort to help. Please don't take any of this badly ^^;
A lot of this won't help much if it's not in layers, so I hope it is! D:
You've done a good job rendering the rain, but rain tends to fall in one direction, like so:

I found this good tutorial for rendering rain in PS though, which can give you varied sizes and all easily, if you felt like using it.

Also, which you can see two pictures above, when rain hits something, you don't quite get a bunch of random small splashes, but a general misting of the area with some splashes more defined, or like this:

...where some splashes are smaller than others.
The lighting is a little confusing as well. The background is extremely dark (which make's sense, it's night) but the main character looks like she is standing in broad daylight. Perhaps if you provided a source of light, maybe a lamp of some sort, or just darkened her entirely, she would look more connected to the background. Adding some thick shadows on her in background colors could help too.
