Naw, it just helps blend the outline with the painting a little better by reducing the contrast between them. Different parts of the picture usually need different outline colors to look right (i.e., a shadowed area often needs a darker outline than a non-shadowed one) - it's kinda rare that you can use only one color for the entire image.
