The rulvan are jolensh's token semi-sentient race, as orcs would be in many other fantasy worlds. They are intelligent in that they have the power to speak, learn, and make tools. However their language is a series of gutteral growls and whines and english is hard for them, as are many 'higher' concepts. They live in small tribes similar to wolf packs.
