Y'know, that's the first time I've seen anyone actually limit what a Pokemon can do (magically) or evolve to. Even more, her skills aren't necessarily just fighting. It adds a realistic bent that defines her in a unique way, brings her down to earth. I really like that.

She mostly tinkers with and modifies existing tech, trying out ways to make electronics and machines more efficient. Results may not be aesthetically pleasing sometimes but they do work better.
She had built a few robots as personal projects several times, but as she has limited knowledge in AI algorithms, shes had little success in making them more than just automatons.

She doesn't mind not being able to evolve further. Sure, her fighting abilities are less potent, but she likes how she looks and hopes to keep it that way. Her size and personality also makes her less threatening even to highly territorial and aggressive students. Bullying her would make one look really, really mean as she's one of the most harmless individuals in school.

Somehow, I love everything about this character - Especially in your artstyle.
From the way the colors and shades avoid over-complication to the no-nonsense kind of expression she has, I just adore this piece.
Honestly, any reason I might have had for not making a comment escapes me.
