As to why some are and some aren't anthro, mainly it's just convenience. If everything was anthro, our heroes wouldn't be able to arrive quickly to address the situation at hand.

Ah yes, the S.S. Anne episode. For the longest time, I always figured the reason there were real fish in the pokemon universe was because it offered an easy explaination to the kids as to why we don't have to cook the cute little Tauros they just caught for hamburger meat. After all, why should we feel sorry for them? We eat real fish in real life, right? We may even include them in our pastry if we feel so inclined to, right?
