write a modest cheerful letter. explaining your concern and it would be nice to see some change. Make sure to use lots of smiley faces and some girly stickers, like butterflies and such. Probably use yellow paper. Include some cute dog doodles and the very end write. "Should this issue kept ignored, Your dog will die from mysterious reasons, mine perhaps"

Use gloves and very generic materials. don't leave fingerprints nor address. Or use a fake one.

We got a dog like that at the stable where I work. He's pretty much deaf, so he can't really hear himself bark, which just means he has to bark longer and harder to compensate.
