Yeah, pretty sure raising undead is unlawful twice over. For one, most people would outlaw what they'd see as desecration of the dead. Like grave-robbing, but worse (though no doubt many necromancers begin there). For another, it's against the natural order of things as we observe dead things staying dead and fading away in time. They don't usually get up and move without something doing the moving.
No wonder the Goddess is laying the smackdown on those skeletons. They're doubly offensive!
