Err, I mean... I've always been a Street Fighter and King of Fighters fan for as long as I can recall. After being introduced to Mugen a few months back, I've rediscovered that long lost love of ages past and decided I would take a moment out of my normal concept arts-ing to doodle up a bit of fan-art for, hopefully, your viewing pleasure. Since I don't do a lot of fanart (the last image being MGS), I tend to put a fair amount of effort into it when the bug bites me. And, since Akuma has always been high up on my favorite CAPCOM characters list, I chose him for this fanart-bug special.

I do a lot of Mugen myself and always try ad show 2d fighter fans how sweet it is! Glad you got into it too. Do you have those overly awesome characters like Dragonclaw and Evil Ken?

Not a whole lot. I have a lot of the SNK and Capcom characters. I try not to download anything that really deviates from a Capcom vs SNK theme. Since Evil Ken was a legitimate character in SNK vs Capcom, I has him. =)
But, I have seen Dragonclaw in some videos, though, and I might end up downloading and checking him out.

I like keeping the theme, but theres also a lot of fighters out there that you'd like NEVER get to play ya know? lol. So I've got tons of characters. But usualy when I wanna watch a good fight, I throw on evil Ryu vs Evil Ken. But theres all these sweet versions of snk and capcom characters you should try like Evil Dan. lol. Thats a fun one. Oh and Orochi Vega. Hehe.
Are you able to play yours? I have a controler n stuff, but the buttons seem to map differently to every character I pic. So if you know how to switch em or make em universal, please let me know. Cuz I wanna try some of those awesome Evil Ken combos.

The button thing you're talking about, I believe, is a matter of how the person translated the character and it is how that char is programmed for the most part. I've got an old Microsoft controller that has its buttons lain out like an old Genesis Six-Button pad. So, for me, mapping the buttons the way I want them is rather easy. I just set the top row to be my punches, from weak to strong, and the bottom as my kicks. SNK chars seem to mostly operate on 4 primary buttons most of the time, with a roll button and one multi-button - which usually causes the character to preform a powerful kick or punch. Once you figure out how to set your punch buttons in one row and kicks it another, it all pretty much plays the same afterwards. =)
I just set them up as X, Y, Z being my punches and A, B, C being my kicks and just adjust as I need. I primarily play as Capcom characters (generally Akuma) so that's generally what I go with. =)
Only time I really run into trouble are characters from Guilty Gear. Their buttons are confusing. lol

Oh haha. I wasn't sure if it was any one part in particular.
Anywho, the whole effect is several layers thick. One layer is just above the direct background and it is the large purple haze. That's just painted. On top of that is the layer of the electricity. That's just drawn white lines, doubled, with the bottom layer blurred slightly and colored the "evil pink" as the rest of the effects. On top of that is the bright white light effect around the hands, erased in the proper areas to give the effect of it being positioned around/in the hands and emanating outwards. And finally, the wavey/wispy/swirly effect is just a semi-large, hard brush first drawn in the pattern I want, then scattered and blurred using the smudge tool and a somewhat scattered pattern brush. Then it's erased and a brightened in several areas to give it the effect of coming into essence and fading, giving it a kind of pulsing effect.
