One of the models I had in mind was the inter-War Hungarian Navy. Austria-Hungary, before 1918, had a navy, since it had ports in Trieste and Fiume, and even had battleships. After the war, Hungary was landlocked, though it still had a small riverine fleet to patrol the Danube. The Regent of Hungary, Miklos Horthy, was an ex-Admiral.
